This was followed by a Winter Games in 1994, held in Lillehammer in Norway, that created the separation between the Summer and Winter Games and it then reverted to the usual every 4 years. The next Winter Games are in 2014 in Sochi, Russia.
And yes, it is in part because the Summer Games are more popular. Staggering them allows for more attention (and sponsorship) for the Winter Games, rather than having the whole focus on the Summer.
