Yes you can start gymnastics. What you want to look for is a recreational gymnastics class. These classes are for people who wnat to do gymnastics just for fun and not compete and they are far more likely to cater to beginer teens than competitve programmes (because 14 y.o. new starters aren't really going to reach a competitive standard.)
For rec gym that doesn't matter. It is just about having fun and challenging yourself. You can certainly learn a lot if you are prepared to work at it. Rec classes are also a lot less committment than competve gymnastics, usually only a few hours a week.
You need to do some research on what gyms there are in your area. They don't all offer the same type of classes or organise them the same way so you just have to contact them and ask to find out whether they have classes that would suit you.

If you like it you start paying and can join the class. If you don't like it, you just don't go back and find a different gym. Also see if your high school has a gymnastics team. A lot of high schools have gymnastics teams and they usually have people with little to no experience but also experienced girls. Wear stretchy shorts and a tight tank top or cami.
