Let's clear up a few things. "London Calling" was written by Mick Jones and Joe Strummer (John Mellor) of the Clash and was released on the "London Calling" album in late 1979. The Wikipedia link below thoroughly deciphers the lyrics, which jive with the time period.

Strummer most likely wrote the lyrics, I never read too much into his lyrics because Strummer's views changed radically and frequently. Strummer was said to have read a book a day, usually on history or politics. I think the songs he wrote were heavily influenced by what he had recently read.. Songs like "English Civil War" is about British politics turning violent, "Spanish Bombs" is about the Spanish Civil War, "Clampdown" is about blue collar workers being oppressed, "Washington Bullets" is about the Sandinista rebels, "The Call Up" is about getting drafted in the military, etc. Strummer's lyrics were predictably political and nihilistic.
Were Strummer still alive, he'd either be laughing at how a song with such gloomy lyrics could be used in such an upbeat manner or loudly disavowing the use of the song. He hated the commercial aspect of the music industry. He insisted that the costs of the "London Calling" and "Sandinista!" albums be kept so low that the record companies barely squeaked out a profit. He once threatened to cancel a concert because of box office ticketing practices he viewed as unfair.
Strummer would tell you not to be paranoid. It's just a song he wrote long ago. Then he'd write one that you would really make you worry.
