Sorry, but there are two problems with your question. First, best is very opinionated, situational, and it can’t be measured. If you were being charged from a distance maybe stun gun would be best, but if they were right next to you when they started their attack then stun gun would be horrible. Pepper spray is great at medium distance, but from far or close up they are useless.
Then there is problem with homemade. You can only legally use a weapon if you were being attacked with a lethal force, had to fight back for the fear of your life, and there weren’t any other way of deescalating a situation. Each state has a variation of this rule, but pretty much this is the guide line most states follows. If you were to have a homemade weapon it looks like you created a weapon for the specific situation you use it for. That’s would be preplanned assault and it would prove that you weren’t being attacked, but you were the attacker. I know it doesn’t necessarily mean that, but it looks like it. Much better to purchase a weapon that you can point to a much earlier purchase date, and seems like a reasonable self defense weapon. Also check your local law about weapons, because some weapons(homemade or bought) is illegal to carry.
It really depends on where you are.
One of the best things for self defense is taking gun lessons and carrying a side arm on yourself whenever you go out. Its legality varies from place to place, but statistically gun owners and carriers have less violence against them than almost anyone else. As far as home-made weapon there is no real best, but if you use your head, almost anything can become a weapon. You can use pens and pencils for stabbing, a sock with a rock in it for bashing, a tightly rolled up magazine, a walking stick, a hardcover book, a belt...Pretty much just use whatever is available in the moment.
If anybody can prove you carry it around with you you're going to be viewed as 'looking for trouble' there's the point where the legality of your weapon means nothing.
If I absolutely NEEDED to carry a weapon I'd select something that I have no issue throwing away as soon as the fight is done. The more it looks like something you picked up in the heat of the moment the less people believe you're 'looking for trouble'.
A pen is the best legal self defense weapon.

A Louisville slugger along with a ball and glove if you are not trained in the use of firearms. The presence of the ball and glove implies that you have the bat because you play baseball or softball and you can even have it in your car then without getting a lot of hassle. It also does not take too much training to use somewhat effectively for most people either.
Your brain! The best defense is to not be there. Avoid, escape, de-escalate before you try to disable. Beating people up is not the same thing as self defence, even if you are the victim. Even if it does come to violence, mental preparation is so much more important than whether you are carrying pepper spray or a pencil.
Don't know where you are but here in Britain but not only is carrying a weapon illegal, homemade weapons are also illegal as well as everyday items modified to be used as a weapon.
Laws are different from region to region. Hard to know what is legal. Pretty much they cannot outlaw sticks so a pole, broom handle etc.
Normally though at least in the US and Canada as long as you can prove the amount of force used was necessary to protect yourself that is all that is needed to defend oneself with legality after the incident occurs.
