There are several things to consider about all this. First an ankle lock is a very damaging hold and can ruin a fighter's career for life if applied correctly and not quickly released when an opponent taps or submits. Palhares favors using this hold and on a number of occasions has shown a lack of regard for the rules and other fighter's safety by not releasing submissions when the referee has called the match. He has a reputation for doing this in both MMA fights as well as in BJJ matches and it has finally caught up with him. Maybe if they had instead disqualified him a few times earlier like they should have and could then that might have sent him the message strongly enough to knock it off. The fact that they didn't but various organizations have warned him kind of left it where it was when fighting last week.
The other part of this which is really of no help to him is that he comes up with this lame excuse that he does not hear or know when the referee waves him off because he is in some kind of trance or so focused on fighting. A fighter has to maintain some type of self-control even while bringing about the destruction of his opponent and is expected to do so. The fact that he doesn't or has refused to along with his actions the other night is now why he finds himself on the outside looking in with a lifetime ban which he has earned to some degree through his actions.

Palhares did not promptly release when Pierce tapped. In fact, it took the ref to stop it. Further, that wasn't the first time Palhares did that.
There's an etiquette, a respect and understanding among people who've studied BJJ and grappling, that you immediately release an opponent who taps. That's especially the case when the submission is something that can cause severe physical damage (such as a heel hook).
Palhares deliberately, knowingly, consciously continued with a move that he knew could cause serious and perhaps permanent damage to an opponent after the opponent repeatedly tapped. That's unacceptable even once. But considering he'd done that before, a permanent ban is fully justified.

Well, the ref actually had to step in and actually, physically pull him off, after waving off the match. Frankly that was a BIT much. With that said, a ban is BS. He's a good fighter. As some writers have pointed out, a parallel could be drawn with guys who drop punches on guys they've already knocked out. To my knowledge, Pierce has not suffered a permanent or even a serious injury, and while Palhares's release was slow, I didn't see it as being particularly malicious. It's likely that his ban is due in part to the fact that this is the second time in the UFC he's held a heel hook to the point that the ref has actually had to pull him off (see his match vs. Dwal). Like I said, I think the ban is going too far, but he did not release the hold in a timely fashion.

He holds on to submissions long after his opponents have tapped and the ref steps in. It's dangerous, unprofessional, and a douchebag thing to do.
Just in general he's an erratic and odd fighter, so that plus the fact that he rips people's knees apart (even after they've tapped) makes him not worthy of being on the roster.
It's a scumbag move, and I'm not surprised at all he got cut. Have fun fighting for Jungle Fights or whatever small promotion that'll take him. Bellator already said he can go f*ck off and won't be signing him.
Palhares has serious psychological problems that need to be treated, he is an amazing fighter, has an excellent level of Brazilian Jiu Jitsu, but has to take care of the head. They need specialized care.
