Lots of countries send few, or no, athletes to the Winter Games. And even those countries which do send a large number of athletes may not have one (or more) for every event.

The Summer Games have far more participants (total) and way more countries participating. Even so, not many countries have an entry in every event. Some countries are dominant in just one or a few sports, while others represent themselves in most (probably not ALL) events.

No. The winter Olympics are kind of discriminatory of the region to which the country is located. You will see that there are African countries present but they have a very slim chance of winning anything or even scoring remotely close to half decent. There are several countries, this goes for the summer Olympics too, that have no one that wants to be in a certain event. Like in the summer Olympics the rythmatic gymnastics is predominately European countries of Russia, Ukraine, Belarus, etc. you will not see Mexico, USA, Canada, Jamaica, etc in such events because they are not liked in these countries. Winter is the same way.
