Of the three candidates, Istanbul is the one in a country which has never hosted an Olympics, so I would back them. I don't think the Spanish economy is in a fit state to have it in Madrid (and they have had one in Barcelona), and Tokyo have had one before (1964)
The Olympics are an enormous dran on that country's economy and taxpayers. Countless billions are spent hosting a two-week long party. The tourism and media revenue usually doesn't come close to recovering the massive financial outlay that a country needs to make to host the games.
A country that is swimming in money, has low taxation rates, low unemployment rates, and a low deficit or balanced budget is who should host the games - if they want to host the games.
Istanbul. It's time to embrace the Arab/Muslim/whatever world, and at present Turkey is the only country rich enough and secular enough to accommodate the Games.
In reality, the first 'Arab Olympics' will probably go to some God-awful speck of obscene oil wealth in the Persian Gulf.
Japan would be good, but so would Spain. It is rumored that it will be in Africa, but I hope not for the athlete's sake since it is going to be too hot.
