"African American" - typically refers to an American citizen with a dark skin colour.
"African" - typically refers (stereotypically) to a person living in Africa who has a dark skin colour.
Oscar Pistoriusis a white man, living in South Africa. It is hardly uncommon to be a white person living in Africa. The only reason he isn't called "African" is because his skin colour isn't dark enough, even though he is African in terms of citizenship.
I think you're getting really confused. Not all dark-skinned people are "African American". They're only called that if they are dark-skinned, living in America and whose ancestors are originally from Africa.
