Swim, bike, run, cross country ski
Any or all of the above will get it done.
First, forget that silly term "cardio". That's just slang that has come to mean "any exercise that doesn't involve lifting weights"
What you are concerned with is improving your aerobic capacity.
You do not need to run. You do need to do some sort of aerobic activity.
This is anything that gets your heart rate into the aerobic training zone:

For a minimum of 20 minutes at a time.
So you can.... Run, cycle, swim, use stationary machines like treadmills or ellipticals or rowers... Do "aerobic dance" or "Zumba" or "Tae Bo".....
Doesn't matter. Get your heart rate into the zone for 20 minutes to start.
If you are very unfit, start slowly. Your body will respond. For running... a run/walk strategy.
For cycling, easy pace, low gears, level ground. Gradual increases.
You can get a good aerobic workout in your living room in front of the TV.
Train with a cardio mask. Only if your heart and body are stable enough to do so
if you want to get your cardio up you need to run even if you hate it
