Because of that nut shooting all the students at Sandy Hook, the governor of Corrupticut has made it almost impossible for the residents to purchase ammo, only the thieves can get it. In Corrupticut you are much better off prospecting for gold than trying to purchase ammo, gold is much easier to find. If you have a 22 pistol, today it's just used as a paper weight.
The stories you saw were hoaxes.
The agencies did buy some ammo. Then they used it in training. When you divide the amounts in confirmed news stories (as opposed to the nutty ones) by the number of actual agents and guards, you find that the amounts purchased are just the normal amounts required to train such people.

So take a lie, then attach it to random government departments you dislike (rather than the actual people), and then turn it loose in the right wing nut-o-sphere.
