Rugby has a good cultural and pride based foundation, it's quite in the spirit of the Olympics.

Assuming we're talking about Union rather than League:

Sevens will be at the 2016 Olympics. Full fifteen a side won't get there because:

a) physical recovery times between matches wouldn't allow for any more than four fixtures

b) IRB would see it as a threat to the RWC

Rugby union is not a universal sport unlike soccer which is played on every continent. Essentially rugby union is still only played by countries from the old British Empire -- Eng, Wales, Scot, Irel, Nz, Aust, and SA plus France, Italy, and Argentina.

Rugby Sevens will be played at 2016 RIO olympics for the first time. Countries which traditionally do not play the 15 a-side game do seem to have embraced the Sevens version of rugby e.g Asian countries like India and China. So its inclusion as a universal sport at the olympics is justifiable.

btw - Rugby (15 a-side ) was played at the 1924 Paris olympics with the USA ( Believe or not ! ) winning the gold medal !! -- I can only assume that the top rugby nations back then - Nz, SA, Aust, and G.B did not send rugby teams to that olympics.

It will be back on the Olympics in 2016.

Not enough countries play Rugby. Countries that were Former British Colonies play Rigby, but it hasn't really spread in pularit to other Countries.

my guess would be not everyone plays rugby
