It depends on how you gauge "best." Phelps has indeed won the most medals, but the records he has set are not NEARLY as impressive. Bolt broke the previous 100m world record time by .19 of a second. That's HUGE in sprinting, and it'll take years for anyone to even scratch that. He also broke the previous 200m record by .22 of a second, which is not quite as impressive as his one, but hey, it's a world record. He became the first man to ever hold the 100m gold twice in a row, and may do that with the 200 later today, making him also the first man to hold gold in both the 100m and 200m twice in a row.
Additionally, Bolt is a just a bad-*** mother****er. He broke the world record back in Beijing "08, EVEN AFTER he spread his arms wide at the 80m mark, knowing he'd win, and then thumping his chest about 10m before the finish. It's this ego and personality he has, that makes him funny.
I wouldn't even put Bolt in the top 20.
And nor would I put Phelps as the bet. He had one great Games and 2 decent ones, he just happened to be lucky in being great at the sport that gives more medals than any other.
