At one time the communist bloc of nations had a government policy that used drugs to enhance performance.
Today there is not a known organized doping country, it is individuals or coaches that dope.
There have been a few athletes that were kicked out of this Olympics for using drugs, two for alcohol, one for TCP, and several for PEDs they just don't make the news.

USA NO DOUBT as they have the no.1 record of doping in sports, athletes and use of enhancement drug test. Recently IOC have busted 2 American superstar gold medal winning athletes of using drug enhancement, but it's truly annoying that these shameless U.S got away with if for 8 years. Even today U.S goalie Hope solo were busted for drugs, and U.S Judo did not use enhancement drugs but still used drugs which is against the olympic spirits. Now there's Lance Armstrong who could be using enhancement drugs

GBR probably, that's why they have an unusually high amount of medals apart from the fact seeing how they're hosting the Olympics after paying of the IOC and the judges.
Hell, check USSR and East Germany female athletes in the 1970s. They used androgenic hormones to achieve performances, and the result is that some of these women have changed sex. Poor chaps...
These days it is China.There is a huge pressure from the chinese government for the athletes to bring home medals.Many suspicious results achieved by them.

Just wanted to know and maybe also the reason behind it specifically for each country? I know that in general they may want to do well for the country etc...
And do you think that even though some countries are not on the list, it wasn't because they didn't dope, but never got caught? How reliable do you think the drug tests are?
And how come there are so many Americans on the list, well according to wiki? Or isit that they're just unlucky?
