The National League, but by a narrow margin. Six of the Top 10 pitchers in MLB in WHIP are in the NL, and seven of the Top 10 in BAA. ERA is a push but the NL has four of the Top 5.
There are 10 pitchers with at least 11 wins this season and six are in the AL. And the AL has seven of the Top 10 in strikeouts.
Looking at stats that I think are better at assessing a pitcher's contribution, averaging the top 30 pitchers in each league:
AL: K/BB 3.90, GB% 46%, FIP 3.29, xFIP 3.49, WAR (normalized to 200 innings) 4.17
NL: K/BB 3.67, GB% 47%, FIP 3.32, xFIP 3.44, WAR (normalized to 200 innings) 3.10
Heck, top 30 pitchers, ERA is equal, at 3.34.
It seems that the AL has better pitchers, AND they don't bat(much).
I agree with Lonesome Rhodes.
PLUS you're forgetting guys like Matt Harvey and Jose Fernandez who are out all year...
Plus NL pitchers have to worry about hitting while the stupid AL pitches get to just focus on pitching. DH rule is the stupidest thing ever (off topic)

Each league has more than the four pitchers you named.
Comparing league ERA's only thru 7/13:
National - 3.69
American - 3.94
Also consider AL pitchers only pitch, while NL pitchers are also batters and therefore can be base runners..
