Because NSW/QLD are more into NRL then AFL. VIC, SA, WA, NT are less into NRL as most of them don't even have a team. Even though Vic has a team in NRL, still most people in VIC are prefer AFL. Therefore these States won't show extra half an hour that is unlikely to be watched by people in those states
