Yes they should but all the rich chairmen and the fact that people/sponsors pay alot of money to see or buy/advertise mean that agents know they can get there player money. It's all about outbidding the other team if Arsenal offered a ￡100,000 a-week salary and Chelsea wanted the player they are going to offer ￡110,000 this happened more and more until the wage was very high for each player.
