Football clubs get promoted and relegated on performance. If you have the money your team can start in the amateur leagues. If you win, you can eventually get promoted to the professional league. Once you are in the professional league you can work your way up to the premier league on performance, not by buying a franchise. Teams in Britain are not franchises of the league, as they are in the USA. In Europe you play your way into the top leagues, you don't buy your way into it.
