Definitely Garcon. Andre Johnson is looking to be another target monster with a better arm throwing and there are two WR1s in Washington and RG3 is looking woefully poor as a pocket passer. However, you shouldn't drop either one.
You should drop Josh Gordon.
1. The policy probably won't be passed.
2. Even if the policy is changed there is no confirmation that it would be retroactive (meaning no guarantee that any part of his suspension would be lifted).
3. It is highly doubtful that the greater part of his suspension be lifted if it is passed, let alone his whole suspension (remember he is a repeated offender). It is far more likely that he would get to play a few games at the end of the year.
4. The Browns' backfield is looking as horrifying as always.
5. Gordon is the player who offers you the least trade value. Garcon is still the most unappealing WR but does have some value.
I'd say drop Gordon or trade Garcon.
Drop Gordon. All three WRs are good - Gordon is the only one that isn't a sure thing as to when he'll play if at all this season.
Drop Andre Johnson. the Texens have made it very clear that the believe they have to run the ball to be successful. They have made it very clear that they are going to stick with there game plan and that's pound the ball no matter what. Now if they don't stick with there new plan then I would have to agree with Mattia with out a doubt. Mark
Drop Gordon. Do NOT drop Garcon. He's a monster in the red zone. When healthy he's a stud. Also already showed chemistry with RG3. Yeah Jackson is good but they showed terrible chemistry all preseason. Gordon is a huge risk, drop him.

Gordon is worth keeping..
He is still 50/50 on playing this year.
Gordon missed 2 games last year,& STILL LEAD THE NFL IN RECEPTION YARDS WITH BRANDON WEEDON THROWING MOST OF HIS OFF TARGET PASSES.
This is a tough decision, but Garcon is odd man out.
I would drop Josh Gordon, I doubt he'll play.
