Bill Veeck, the owner of the St. Louis Browns (who became the Baltimore Orioles in 1954) once hired a very short man at 4'11 to go up to the plate to walk. That was the batters only job, to walk. A shorter man has a much shorter strike zone. BTW, the Army loves these short guys, they make much smaller targets in a war.
