Rugby sevens will be in the 2016 Olympics.
Proper 15-a-side rugby doesn't have enough truly competitive nations to be a viable Olympic sport (although an Olympic rugby tournament would be more open than basketball). Sevens, on the other hand, doesn't need the same sheer weight/size as 15-a-side, and relies more on simple athleticism than on coaching, so there are many more countries who can put out a half-decent team.
I'd imagine the IRB see Olympic sevens as a nice marketing tool that doesn't threaten the supremacy of the Rugby World Cup, much like FIFA and U23 Olympic football.
15-a-side also has the practical problem that it's not physically possible to play twice a week. Each team could *just* squeeze in four fixtures in a 16-17 day period, but the'd be completely knackered come the final matches.

When our Aussie boys play in the league football they have here they are tough enough to brazen it out bare faced and shouldered, nout but beefy muscle between them and the next guy..
