Having large muscles doesn't give you the capability to defend. It might give a would-be mugger second thoughts about choosing a mark, but in the end, fighting and body building require different skillsets. Just because you're muscular doesn't mean you know how to fight. Everyone, by the way, has an achilles heel, and if you don't know how to protect that achilles heel, it won't matter how big you are - you're going down.
EDIT: Yes, bodybuilders are strong, if they've progressed to anything and if they've trained properly. But they and fighters train for different things. You mentioned "power". Power can be measured by multiplying the work times velocity.
If your bodybuilder can lift a 100lb weight over his head 10 times in 10 seconds, and your MMA fighter can do the same in 60 seconds, they've both done the same amount of work, but the bodybuilder did it faster, making him more powerful. The reason? The bodybuilder trained to do that, and the MMA fighter trained for something else. The comparison, therefore, is as meaningless as asking whether a linebacker is stronger than a hockey player: so much more needs to be known. Is the linebacker on ice? Then my bet is on the hockey player, considering his experience. Are they on turf? Then my answer isn't so simple, because now I have to consider other things. What is their training, what is there experience, and so on.
So the simple answer to your question is, "of course the bodybuilder is strong". But "strongest"? That depends on the person you are comparing to.

Mainly the one's who focus primarily on strength are power lifters. Bodybuilders use a variety of different poundages, angles, drop sets, pyramids, iso tension etc. Their generally more athletic, but some are insanely strong, just not all of them.
