I can tell you what the rule is. If one ruckman goes past the other side of the line and stops the other ruckman without a realistic attempt at the ball, it's a block (effectively). The umpires were constantly doing crap bounces and then when the disadvantaged ruckman couldn't get to the ball they were paying a free. That is NOT the intent of the rule. I'm sure most of these umpires have never played the game
