It is wierd. It has no martial application. It can be construed as hazing, and the instructor can get into trouble doing this; as to sexual assault, yes... this is a red flag. However, doing it in front of parents and other people - and at no other time - suggests it is a joke.
It would make me uncomfortable, and if I were you or your parents, I'd speak up. There might be kids who ham it up making the joke all the more fun and games, and in this case, I'd let it go. But that's not me, and it sounds like it's not you, either. So... speak up.
Nobody knows! It's just the way it's done. In my sport, whenever you get a new belt, everyone stands on opposite sides of you all the way down the mat, forming a mat. You walk down the mat to the wall and walk back. As you walk, every single person takes their belt and hits as hard as they can where ever they want on your body.
I've seen so many of my teammates get red marks and bruising. It's pretty funny haha. I had two big bruises on my thighs and on my upperbody when I did my belt ceremony.
Haven't witnessed this before, but if it's all in good fun then it doesn't really matter. Some schools run "the gauntlet" where everybody in their class gets to hit them with their belt while they walk past them covering themselves up wherever they don't want to get hit. When I did Judo, newly promoted students got to be thrown once by every person in the class after they tied their new belt. Little things like that don't really hurt anybody, they're just for fun.

the more likely excuse is your lying, other wise someone would have had him arrested for sexual assault or some other charge depending upon the state
My martial arts teacher is Korean. When we get a new belt he makes us turn around and spanks us with it before he gives it to us. Is doesn't hurt but it's kind of embarrassing because he does it in front of everybody and they laugh. I'm pretty sure it's like a joke or something but do they do this in other places too?
